For the last 25 years, Catalonia has been giving away 8.1% of its GDP

The figures are similar to the results from previous years as well as to the study published in 2008 by the Spanish Finance Ministry with data from 2005, which is the only time during democracy the Spanish Government has published such a report despite several petitions from the Parliament. Mas-Colell also reviewed the historical series, showing that the Spanish Government has been obliging Catalonia to give away an average of 8.1% of its annual GDP each year between 1986 and 2010 (the period accurate data is available for) using the monetary flow formula. The year Catalonia contributed less was 2001 and it gave away 6.7% of its GDP. The year contributed the most was next year (2002) and it gave away 10.1% of its GDP. Mas-Colell also emphasised that in the years of the economic crisis, Catalonia has been contributing beyond the 8.1% average (8.6% in 2008, 8.5% in 2009 and 8.5% in 2010).

With a fairer fiscal redistribution, the Catalan Government would not have a budget deficit

In addition, he also explained that if Social Security was not taken into account, Catalonia would have contributed 19.5% of the Spanish Government’s revenue in 2010 and would have only received 11.3% of the spending. With a fairer fiscal balance, Mas-Colell stated that “we would not have to undertake budget cuts”, since the Catalan Government would not have a budget deficit.

Catalans paid €61.87 billion and received €45.33 billion

While Catalans contributed to the Spanish Government with €61.87 billion in taxes and fees, they only got back €45.33 billion, a difference of €16.54 billion (€16,543 million). This means that Catalonia brought in 19.4% of the Spanish Government’s revenue, despite the fact that it represents only 18.6% of Spain’s GDP and 16% of the population. Mas-Colell stated that this difference is “somewhat to be expected” since Catalonia is wealthier than the Spanish average. However, the Catalan Finance Minister stated that “what is rather surprising” is the fact that Catalonia only receives 14.2% of the Spanish Government’s direct spending, using the monetary flow formula.

Using the cost-benefit formula – which measures the impact on citizen welfare in a given territory and requires more assumptions to be made – Catalan taxpayers brought in 18.9% of the Spanish Government’s income, representing €60.58 billion. Catalan citizens received 15.4% of the Spanish Executive’s spending, amounting to €49.32 billion. This made the fiscal deficit €11.26 billion, 5.8% of Catalonia’s GDP, using the cost-benefit formula.

Without taking Social Security into account, the Spanish Government spent 11.3% in Catalonia

The Catalan Finance Minister also wanted to consider the sub-balances, in particular that referring to Social Security, which is directly managed by the Spanish Government. Mas-Colell explained that the Social Security payments come from personal rights, since people contribute and they directly receive money from it in the form of pensions or unemployment benefits. Therefore, payments made by the Social Security should not be politically biased. Without taking Social Security into account, Catalans contributed 19.5% of the Spanish Government’s revenue. Instead, they received 11.3% back, which significantly increases Catalonia’s fiscal deficit. According to Mas-Colell, this shows the “political will” behind the allocation of funds made by the Spanish Government. Furthermore, looking at the historical series, without taking into account Social Security, Catalonia contributed 19.7% of the Spanish Government revenue between 1986 and 2010. In these 25 years, it received an average of 11.2% of the spending. This lack of investment, carried on for decades, undermines Catalonia’s economy and public services.

An independent Catalonia should have at least €11.26 billion more, according to Mas-Colell

Asked about the costs of an independent Catalonia and if the fiscal deficit would cover the difference, Mas-Colell stated that this required a more detailed calculation. However, he stated that the benefit formula already takes into account the cost of the civil servants, embassies, the army, etc. Therefore, according to him, the difference between both formulas “is a quite good and fast approximation to the costs” of the additional costs of an independent Catalan state. This means that the government of an independent Catalan state would have at least additional €11.26 billion with the current tax levels and public services offered (using the hypothesis that they were maintained).

A different debate to the deficit targets, according to Mas-Colell

The Catalan Government’s study comes in the middle of the debate regarding deficit targets for 2013, although it is published each year. However, Mas-Colell wanted to “unlink” the two issues, since the fiscal balances and the fiscal deficit are a debate for the “mid- and long-term”, affecting the relationship between Catalonia and Spain. He also emphasised that they are published each year.

The Catalan Government’s finances are under stress

Over the last few weeks, the Catalan Government has been holding hard negotiations with Prime Minister Mariano Rajoy to be allowed a €2.1% deficit, representing €4.1 billion. The Spanish Government raises the majority of taxes and partially funds the Autonomous Communities, which have quite limited fiscal capacities. In addition, it imposes extremely strict deficit targets and it does not honour the regular funding of the Catalan Government, foreseen by the current legislation. In fact, the Spanish Executive owes Catalonia more than €2 billion in unpaid debts. In addition, instead of honouring those debts, it offers loans to the Catalan Government through the Liquidity Fund for the Autonomous Communities (FLA) – which will have to be paid back later with high interest – and it presents them as financial assistance. This generates additional costs for the Catalan Government, as do the other Spanish Government’s decisions such as raising VAT.

All these decisions put the Catalan Government’s finances under severe stress and oblige them to undertake drastic budget cuts in order to keep the budget deficit under control. In the last two years, the Catalan Government has significantly reduced its budget and has implemented many austerity measures reducing the deficit by €4 billion, with consequences for the services offered to Catalonia’s population. The Catalan Government ended 2012 with a 1.96% deficit, representing some €4 billion, but it did not meet the 1.5% target imposed by the Spanish Government despite many budget cuts. Barcelona had previously warned that a 1.5% deficit target for 2012 was not realistic.

Regional leaders from largely-subsidised Autonomous Communities criticise Catalonia

Now, in the context of the economic recession, with drastic revenue reductions, the Catalan Government refuses to undertake a €3.5 billion adjustment in a single year in order to meet the 1.2% deficit objective set for the Autonomous Communities by the Spanish Government. Therefore, since the Autonomous Communities represent 36% of Spain’s total public spending and Spain is forecasting a 6.3% deficit in 2013 for its entire public sector (although some international organisations foresee at least a 6.5% deficit), the Catalan Government is asking for a third of the amount, which would be a deficit target of 2.1%. However, regional leaders from Rajoy’s People’s Party (PP) from largely-subsidised Autonomous Communities – such as Extremadura, Castilla-la-Mancha and Galicia – are accusing Catalonia of not making enough fiscal consolidation efforts and being subsidised by the Spanish Government’s money. In addition, they state that Catalonia would be “privileged” by Rajoy if such a deficit is allowed.

The wide majority of Catalans demand a fairer fiscal agreement, with the Catalan Government collecting all the taxes

Taking the historical series into account, which state that Catalonia has been obliged to give 8.1% of its annual GDP to the rest of Spain and abroad each year between 1986 and 2010, many Catalan citizens demand that this money transfer be reduced since Catalonia’s public services are under-budgeted. This undermines the Catalan economy and society, having negative consequences for Catalan companies and citizens, especially the less favoured ones. In addition, many think that in the context of economic crisis Catalan citizens cannot transfer between €11.26 billion and €16.53 billion to the rest of Spain, while severe budget cuts are being undertaken in Catalonia. Therefore, they would like this imposed solidarity to be reduced.

In this context, a large part of the Catalan society – which represents around 77% according to the latest polls – are backing a specific fiscal agreement for Catalonia, by which the Catalan Government would collect all the taxes and would pay Madrid later for the services delivered and investments made, as well as an amount for territorial solidarity with poorer Spanish and European regions as well as for international cooperation. A similar agreement is in place for the Basque Country and Navarra, which contribute much less than Catalonia to the Spanish Treasury. However, setting a specific economic agreement for Catalonia was refused in September by Prime Minister Rajoy. This refusal and the lack of recognition of Catalan taxpayers’ solidarity with the rest of Spain are feeding support for independence in Catalonia. In fact, Mas-Colell stated that the demand for a specific economic agreement is now over.

En el mateix moment en què a la cambra catalana s’iniciava el tràmit parlamentari de la llei de consultes, l’Assemblea Nacional Catalana ha presentat i donat el tret de sortida a l’eina que ha dissenyat per “ajudar” i posar el seu gra de sorra perquè es pugui portar a terme la consulta. Es tracta de la campanya ‘Signa un vot per la independència’, a través de la qual s’anima als catalans a exercir el seu dret de petició davant el Parlament. La petició concreta no és altra que instar la cambra catalana a esgotar totes les vies per fer possible la celebració de la consulta no més tard del 31 de maig del 2014. A més, s’insta els representants electes catalans a que, en cas que aquesta fracassi perquè el govern espanyol no l’autoritzi o no accepti els resultats, declarin unilateralment la independència de Catalunya.

Aquesta darrera petició s’adreça no només als diputats al Parlament, sinó també als diputats i senadors a les Corts espanyoles i als alcaldes i regidors dels municipis catalans. Segons Agustí Carles, membre de la sectorial de juristes de l’ANC, s’ha fet així perquè no es pot descartar, segons ell, que l’Estat suspengui l’autonomia catalana i, en aquest cas, el Parlament no tindria competències però els representants legals dels catalans continuarien sent-ho.

La recollida de signatures s’ha iniciat aquest mateix dimecres i ha estat la pròpia Forcadell qui l’ha inaugurat en el mateix acte de presentació. Podran signar -només presencialment- majors de 16 anys i tant catalans com espanyols i estrangers. El paper de l’ANC serà únicament fer de dipositària i fer arribar totes les peticions el mateix dia al Parlament. Segons els responsables de la campanya, no s’ha previst una data de presentació de les signatures perquè aquesta és només una eina que es farà servir en cas que la llei de consultes no tiri endavant o que el govern espanyol no accepti els resultats de la consulta.

Carles ha explicat que el dret de petició està reconegut a la legislació catalana, espanyola i internacional. En el cas català, el Parlament ha de tramitar la petició a través de la comissió de peticions i donar una resposta en el termini de tres mesos a partir de la presentació.

Forcadell ha remarcat que, amb aquesta campanya, l’ANC pretén que la societat civil participi del procés pel dret a decidir. L’objectiu últim, segons ha explicat, és que els catalans donin suport al Govern i el Parlament,”que ja estan fent la seva feina”, ha declarat. A més, l’eina pot servir per comprometre al poder executiu i legislatiu amb la celebració de la consulta perquè posa una data clara.

La campanya es finançarà amb les aportacions dels mateixos signants, que, aportaran simbòlicament un euro. Amb aquests recursos també es finançarà una altra pota de la campanya, que té un caràcter internacional. Amb el nom de ‘From Catalonia to the world’, la iniciativa persegueix l’elaboració d’un argumentari que es pugui fer arribar a personalitats influents a nivell internacional que ajudin en aquest procés. Els responsables de la campanya han explicat que l’objectiu és fer extensiu al món el coneixement de Catalunya “i la seva voluntat de ser independent”, informar al voltant de la demanda de l’autodeterminació i “denunciar la situació de setge a la què l’Estat sotmet Catalunya”.

L’escenari actual només es resoldrà de dues maneres possibles: amb l’assoliment de l’estat propi o amb l’assimilació definitiva per part d’Espanya. No retornarem al punt de partida d’una comunitat autònoma amb un cert grau d’autogovern que ens permetia anar fent. Això és història. Des de la perspectiva espanyola, ja n’hi ha prou d’aquest color. Han aguantat durant més de 30 anys els errors de la Transició. Ara estan disposats a reparar-los i van a totes.

La immersió lingüística ferida de mort per la llei Wert, el Ministeri de l’Interior enviant un missatge clar als nous catalans: “Si us emboliqueu en aquest tema, us expulsarem”, la delegada del govern retent homenatge a nazis, la marginalització de la llengua a la Franja, el País Valencià i les Balears, la recuperació de competències en àrees clau, el ferri control pressupostari de la Generalitat mitjançant el fons de liquiditat autonòmica, la difusió arreu del territori espanyol del missatge que equipara el sobiranisme amb el nazisme, són només la punta de l’iceberg d’una estratègia que no només va dirigida a desactivar el procés sobiranista, sinó a desfer la personalitat pròpia de Catalunya. Agafem-nos a la cadira, perquè això no ha fet més que començar.

No perdem la calma i alhora tinguem-ho clar: si fracassem, ens espera l’espanyolització definitiva de Catalunya, la llengua i la cultura minoritzades, i un autogovern reduït a la mísera gestió administrativa d’alguns assumptes menors.

Què hem de fer? No res més que continuar el camí que estem seguint, sense presses però sense pauses, sense perdre el temps a respondre agressions, i conscients que encara tenim a les mans una eina indestructible: l’autoritat democràtica dels vots.

Whichever allegation proves to be true, Ziani’s case offers an intriguing view of the gathering storm over Catalan independence. Although Catalans have long held a distinct cultural and historical identity from Spaniards, political conflict with the central state came to a head in the fall of 2012 when the regional government responded to intensifying conflicts over issues like taxes and language by initiating a process that it says will lead to a referendum on independence. Although such a vote is illegal under the Spanish constitution, many believe that if the Catalans gain enough moral support for a referendum Spain will be forced to permit it. Fa temps, vaig evitar la visita al camp de concentració d’Auschwitz; volia escapar de la immensa vergonya humana que genera aquell indret. Avui, però, he entrat a l’S-21, reconvertit en museu del genocidi. M’ho he imposat com una mostra de respecte cap al poble de Cambotja. No cal que us doni detalls del tema, doncs les atrocitats que es practicaven en aquest centre van més enllà del que una ment normal pot arribar a imaginar.

Per què us parlo del S-21? Doncs, perquè és més que fastigós, és repugnant que algú utilitzi la paraula nazi per insultar als governants de Catalunya, simplement perquè promouen una consulta sobre el dret a decidir.

Hom pot insultar per ignorància. En aquest cas, els polítics espanyols que ho faciliten, són uns insensats, i potencialment perillosos, perquè no només no ens trauran de la crisi, sinó perquè que ens hi enfonsaran una mica més.

Ara bé, si l’insult no es fa per ignorància, aleshores el perill és multiplica per mil. Perquè, després de visitar l’S-21, sembla propi d’una ment molt retorçada, relacionar el govern d’un país democràtic amb qualsevol totalitarisme instigador d’un terror tan monstruós com el dels nazis.

Us recordo que l’S-21 va funcionar fins al 1979, l’any en que es va aprovar l’Estatut d’Autonomia de Catalunya.

PS: Abans de ser presó de seguretat i extermini, l’S-21 acollia l’institut de batxillerat Chao Ponhea Yat de Phnom Penh. Es calcula que entre 17.000 i 20.000 persones van passar per aquest infern de la tortura. D’aquests, només 7 van sobreviure.

I would very much like to call your attention to worrying events coming from today’s Spain. Last February 4th, Spanish newspapers reported that a National Audience judge, Baltasar Garzón, is to be put on trial and possibly suspended. What was his crime? Having dared to try and open up an investigation into the mass graves and other crimes perpetrated by the Franco regime (in Valencia alone, mass graves holding over 26,300 post-war Franco victims have recently been discovered). That very day the newspapers also informed that the huge fascist monument honouring the cruiser Baleares in Palma bay (the pride of Franco’s fleet sunk by the Republicans after having shelled thousands of fleeing refugees on the coastal roads of Andalusia) is not to be demolished. It is to be conserved. What must Spanish democrats and relatives of the victims make of this? Can anyone imagine the same occurring with a monument dedicated to a Fascist-manned warship in any other part of the democratic world? Furthermore, on February 5th newspapers informed that the Basque Parliament, where Spanish Constitutional parties at present hold a majority (due to the illegalization of the Basque left party) voted against instating a Truth Commission (such as the one established by Nelson Mandela in South Africa in the early nineties) to discover the truth about the crimes of Franco. What in heaven’s name is happening in Spain? I think it is high time democrats all over the world be informed about the huge democratic deficit that exists today in Spain. Europe largely ridded itself of Fascism in 1945. The one place it lives on is in Spain, where 56 streets in Madrid still bear the names of Franco generals. The sooner the whole world knows the truth about Spain, the sooner we can start to put an end to so much iniquity and disgrace.

The greater the stubbornness of Spain’s centralists, the greater the determination of those who wish to build a free and full statehood.

I represent the pro-independence Catalan Republican Left in Spain’s Congress. Part of my job, therefore, is trying to explain and sustain our quest for social justice and for Catalan Freedom in the Spanish Parliament. It is not an easy job, not only because the two main Spanish parties are against such ideas, but also because they oppose the notion of self-determination itself.
In contrast to the Scottish/British scenario, the Catalan/Spanish issue could seem in deadlock, since Madrid does not allow Catalans to vote on their future. There have been a number of proposals for holding a referendum among citizens living in Catalonia to ask the people about independence in a future Catalan Republic. These have always been rejected on the grounds that the Spanish Constitution prevents such a move. We very much disagree; rules for holding referendums are clearly stipulated in the Spanish supreme law, and as for the content (i.e. asking for independence), it is hard to sustain its illegal condition, when members of parliament like myself are freely going to the ballots on a clearly separatist agenda.
The Spanish ban, however, persists, and while this fact makes the prospect of independence harder to plan and develop, it also gives extra fuel to the Freedom cause, since fewer and fewer Catalans are happy to live in a political jail which will not admit basic and fundamental rights. Up to date, the threats and bans have only increased popular support for independence. According to opinion polls, backing for a sovereign Catalan Nation-State has gone up from 15 percent to around 60 percent in less than a decade.
The latest ruling from the Spanish Constitutional Court, which suspended a recent declaration of sovereignty passed by the Catalan Parliament, is a clear example of the ongoing action/reaction environment; the reaction on the Catalan side, as far as parties and civic groups are concerned, has been of greater unity, greater determination and further opposition to Spanish hurdles. As was the case in the Baltic republics or the Central European experiences, democratic deficits end up being a central actor in the road to independence. As a result of extreme nationalism and intransigence in the seat of power, peripheral countries such as Catalonia can harbour discontent from quarters which initially might not support the liberation cause.
The current crisis further nourishes the feeling of imprisonment, mainly political but also economic, within the Kingdom of Spain. The Catalan economy is, despite the ongoing depression, a fairly solid and prosperous powerhouse, and the feeling that we are ruining our prospects by paying abusive Spanish bills is widespread. In times of wealth this feeling can be tolerated, but in times of scarcity it seems unbearable.
We are unable to predict how and when Catalonia will become independent, but we can clearly state that right now the path is open, plans are being drawn and accomplished, and there certainly is no turning back to the old times of dependence.

Haber nacido en 1960 me proporciona una cantidad considerable de recuerdos, entre ellos el de un niño de 6 años que cada mañana, en el patio del colegio, cantaba el “Cara al sol” con el brazo en alto, como si fuera un juego, mientras una bandera, roja y gualda, ascendía por el mástil.

De aquella época es también una fotografía de escolar dócil posando ante un decorado de libros, con un ventanal de cipreses pintados al filo de un arroyo, un busto de Cervantes y un mapa político de España. Una fotografía en blanco y negro coloreada con anilinas tristes ya, de tiempo y de experiencia.

Quien supo de materias obligadas, como una Religión centrada en el pecado y en la culpa o aquella denominada Formación del espíritu nacional guiada por el odio y por el miedo para cultivar un nacionalismo español de hoja perenne, oye ahora mensajes parecidos, bajo la misma bandera que esconde el águila aunque esté claro que mantiene las garras afiladas.

Así el país, aquel país tan impuesto como ficticio, vuelve hacia el blanco y negro maquillado de anilina, de la mano de un ministro de Educación apellidado Wert: «Sí, nuestro interés es españolizar a los alumnos catalanes».

Fui un alumno catalán curiosamente españolizado. Mi madre, nacida en Granada, contrajo matrimonio con mi padre, nacido en Zamora, y algún tiempo después nacía yo en la ciudad de Badalona. El catalán estaba perseguido por el nacionalismo español gobernante, la escuela era en castellano, la ideología venía de la mano de aquellas enciclopedias Álvarez que, sin embargo, recuerdo con afecto. El tiempo tuvo que llevarse la mitad de mentira, de imposición y de odio que contenían ciertas enseñanzas. Algo debió ayudar tener buenos maestros que no eran catalanes, una madre cariñosa e inteligente que les pedía a los vecinos que nos hablasen catalán a mi hermano y a mí, o un abuelo andaluz tan republicano como honesto.

Pero los vecinos que eran catalanes nos hablaban en castellano, ¿quién sabe cuánto de cortesía y cuánto de miedo podía haber en aquella buena gente cuyo pecado principal consistía en ser catalanes y hablar catalán en Catalunya? ¿A alguien se le ocurre que se le pueda prohibir hablar su lengua a un castellano en Castilla? Ahora parece que la memoria es frágil, aquí no sólo se persiguió al republicano, también se persiguió al catalán sólo por serlo, algunos se olvidaron pronto o se inventaron otra historia.

Crecí en un país cuyo interés era españolizar a los niños catalanes. Aunque yo no hablaba catalán tuve que acostumbrarme a ser “polaco” y decidí aprovechar, a los veinte años, el Servicio militar obligatorio que me llevó a Sevilla para empezar a hablar un catalán titubeante con aquellos catalanes que no me conocían. Así, cuando volví, empecé a construir mi segunda lengua, el catalán, a pesar de un franquismo que pensábamos muerto, a pesar de una educación españolizante, a pesar de quienes nos llamaban polacos, como si fuera una broma, como si no se destilase en el apelativo ese odio ancestral de “lo español” hacia lo diferente, ese afán de imposición y tabla rasa.

Empecé a hablar catalán por voluntad propia y por convencimiento de que esa lengua debía ser tan mía como la otra, por vivir en una tierra integradora a la que durante mucho tiempo se le ha negado su esencia de nación. Y eso nada tenía en contra de España, de una España ideal que siempre ha sido bombardeada desde la Meseta y desde sus aledaños. De una España que fuera tan integradora como Catalunya, que estuviera orgullosa de una diversidad real. Una España que hoy ya parece imposible.

Pareció un proyecto viable en la mal llamada Transición, donde hubo ejemplos de diálogo y donde las concesiones a la presión de la oligarquía franquista y de un ejército contaminado dieron a luz una Constitución pactada que, a pesar de todo, podía suponer un marco de convivencia. La politización de los tribunales acabó con ese sueño y un Tribunal constitucional manipulado y disminuido en número demostró que lo votado en un parlamento y refrendado por la mayoría de una población podía ser deshecho por un puñado de magistrados. ¿Democracia?

El 11 de septiembre de 2012 salió a la calle un pueblo cansado de tres siglos de incomprensión, cansado de la continua involución de la política española, cansado de la corrupción de la casta política, cansado de la gestión de la crisis financiera. No es el dinero lo que mueve las banderas independentistas, es la dignidad que un día y otro pisotea esa Castilla antigua que se llama España.

Y la respuesta es el insulto y vuelve a ser el miedo. La respuesta es seguir intentando arrinconar la lengua hermana en ese cainismo miserable que lastra la historia de lo que pudo ser España y hoy no es más que el Estado español. Ahora nos dicen que no somos soberanos, que no podemos decidir nuestro futuro, ni los catalanes de padres catalanes, ni los catalanes de padres castellanos, extremeños, andaluces… Esto es la democracia española, escrito en castellano, con el dolor de quien creyó en una democracia verdadera y hoy se pregunta a qué espera el 15M, a qué esperan los verdaderos demócratas para salir a denunciar en la calle el regreso del odio, de la intransigencia, de la uniformidad.

Soy profesor de castellano en Barcelona, mis alumnos hablan dos lenguas con el mismo orgullo, el castellano con un dominio similar o mejor que el de la mayoría de los niños de Castilla. En mis clases de castellano no hay ideología, hay reflexión. Hay lengua, una lengua castellana hermosa y rica, con una tradición literaria que está muy por encima de la política cicatera de estos tiempos. Mis alumnos no necesitan que venga nadie a españolizarlos, quieren crecer libres y ser demócratas y que se les acepte porque son personas y no porque puedan ser votantes. Son catalanes en un sistema educativo integrador, donde la lengua vehicular es el catalán, la lengua propia de Catalunya. Esa Catalunya que pudo ser nación española y que tendrá que ser nación europea, lo que siempre ha sido; pero de la mano de un independentismo gestado fuera de Catalunya por los intolerantes.

¡Qué lástima que en el resto de España haya tan poca empatía, tan poca capacidad de entender lo diferente!

Mañana es 12 de octubre, no voy a celebrar vuestra incomprensión. Ser catalán era, para muchos catalanes, la única manera de ser español; ahora será la única forma que tiene un catalán de ser europeo.

Soy catalán, votaré por esa independencia, y espero que algún día podamos ser buenos vecinos, al fin y al cabo soy profesor de castellano, esa lengua que otros llaman español.

La teoría

El enunciado de la teoría es muy simple. La clase política española no sólo se ha constituido en un grupo de interés particular, como los controladores aéreos, por poner un ejemplo, sino que ha dado un paso más, consolidándose como una élite extractiva, en el sentido que dan a este término Acemoglu y Robinson en su reciente y ya célebre libro Por qué fracasan las naciones. Una élite extractiva se caracteriza por:

“Tener un sistema de captura de rentas que permite, sin crear riqueza nueva, detraer rentas de la mayoría de la población en beneficio propio”.

“Tener el poder suficiente para impedir un sistema institucional inclusivo, es decir, un sistema que distribuya el poder político y económico de manera amplia, que respete el Estado de derecho y las reglas del mercado libre. Dicho de otro modo, tener el poder suficiente para condicionar el funcionamiento de una sociedad abierta -en el sentido de Popper- u optimista -en el sentido de Deutsch”.

“Abominar la ‘destrucción creativa’, que caracteriza al capitalismo más dinámico. En palabras de Schumpeter “la destrucción creativa es la revolución incesante de la estructura económica desde dentro, continuamente destruyendo lo antiguo y creando lo nuevo”. Este proceso de destrucción creativa es el rasgo esencial del capitalismo.”Una élite extractiva abomina, además, cualquier proceso innovador lo suficientemente amplio como para acabar creando nuevos núcleos de poder económico, social o político”.

Potser per això veiem un avenç que ens pot semblar lent, amb dubtes, amb dos passos endavant i un endarrere. De vegades ens pot semblar que tot se n’anirà en orris o que l’empenta inicial es desfarà com el gel a l’estiu. No ens confonguem: que hi hagi dubtes i frens en el procés no vol dir que la ciutadania de Catalunya hagi canviat de parer. Els motius que fan que una majoria sòlida de catalans vulguin un estat propi no fan més que multiplicar-se. No només els econòmics, sinó també culturals i polítics.

Mentrestant, a Madrid el corrent que creu que cal fer una oferta seductora a Catalunya (fins i tot amb la convocatòria d’una consulta ara, abans que la majoria es faci més ampla) encara és molt minoritari. Preval la convicció que l’impuls sobiranista és una rebequeria adolescent que es pot arreglar a còpia de càstigs i correctius.

A Catalunya, els partits van cremant etapes que ens carreguen de raó per quan el bloqueig sigui total i calgui prendre una decisió definitiva. No ens cal patir per si els nostres polítics estaran a l’altura de la circumstàncies. De moment, ho estan. I si s’arronsen i esgoten la legislatura sense convocar la consulta, tampoc no cal patir. Les pròximes eleccions catalanes les guanyarà àmpliament aquell partit (o coalició) que dugui en el programa com a punt número 1 la declaració parlamentària d’independència i el posterior referèndum de ratificació.

An adviser to the German government has said he believes Scotland would remain part of the European Union in the event of a vote for independence.

Economics professor Roland Vaubel said the idea that an independent Scotland would not be a EU member has “no basis” in European treaties.
Scotland’s membership of the EU has become one of the central arguments in the independence debate.
The Scottish Government previously argued a Yes vote would mean “automatic” membership of the EU.
This view was disputed by Herman van Rompuy, president of the EU Council, who said an independent Scotland would have to “reapply” for membership. European Commission president Jose Manuel Barroso said: “An independent state … has to apply [for] European membership according to the rules”.
As a result, SNP ministers argued that Scotland’s EU membership would be negotiated from inside the organisation.
Now Vaubel, a member of the Advisory Council to the German Federal Ministry of Economics and Technology, has published a paper that is closer to the SNP’s position on the issue.
In The Political Economy of Secession in the European Union, he argues: “If, say, Catalonia seceded from Spain or Scotland from the UK, both would remain members of the European Union. The seceding state and the rump state would have to negotiate an agreement on how they wished to share the rights and obligations of the predecessor state. If they did not meet their joint obligations, both could be expelled by the international organisation.”
Vaubel also stated: “The legal position taken by Barroso – and van Rompuy has no basis in the European treaties. Nor is there a precedent in EU law. Nor has this question ever been settled in any UN agreement or Vienna Convention. There are merely practices, and they vary.”
SNP MSP Clare Adamson said: “As this paper makes clear, there is no basis in the EU treaties for anything other than Scotland remaining a member of the EU and for people in Scotland remaining EU citizens with a vote for independence. The biggest risk to Scotland’s EU membership is remaining part of a UK that is being dragged into a more right-wing isolationist and anti-European position.”
A spokesman for the pro-Union Better Together campaign said: “Even the SNP Government now accept that a separate Scotland would have to apply to join the EU.”

Bé, mentre aquí estem pendents d’un tal Millet, avui he trobat que la web d’un banc il·lustra la informació sobre el seu consell de direcció amb una foto de la magnífica lluerna central del Palau de la Música Catalana. Sí, la lluerna que representa el sol.

No és un banc català, tampoc espanyol. Es tracta d’un banc situat en un país europeu que és independent des dels 90. Els primers propietaris del banc (un dels més importants del país) eren forasters, procedents d’una illa coneguda. No fa gaire temps, aquests primers propietaris s’han venut el banc a uns inversors situats en un altre país europeu que, per cert, també és independent des dels 90.

Per què us parlo d’aquest banc? Doncs perquè és un dels molts bancs que, amb capital foraster, s’han instal·lat en tots aquests països europeus independents des de fa poc.

La Caixa o el Banc Sabadell són entitats solvents i consolidades a Catalunya. Poden sentir-se més o menys còmodes amb el procés de construcció nacional, però els seus gestors saben perfectament que si la població catalana opta per la independència, no s’hi poden oposar. Justament perquè en cas de fer-ho, la societat catalana demanaria ajuda a la banca estrangera, que molt gustosament vindria a auxiliar-nos, a canvi de quedar-se amb una bona porció d’un pastís tan atractiu com Catalunya. Això ha passat en bona part dels nous països independents.

El mateix amic em demana qui pagarà els sous i les pensions l’endemà de la independència, i jo penso que ho farà la Generalitat de Catalunya amb els diners que La Caixa i el Banc de Sabadell li prestaran. Inimaginable que aquestes dues institucions financeres, tan catalanes, acceptin que un banc foraster ho faci en el seu lloc. Perdrien bona part del seu mercat natural i més proper. En un mercat competitiu, qui no corre, vola.

Finalment, què passa amb el possible boicot espanyol contra aquests dos bancs? En la meva opinió, el boicot espanyol ja s’ha produït. L’espanyol que avui té diners en un banc català és perquè ja li va bé. D’altra banda, penseu que hi ha espanyols que veuen en la independència de Catalunya com una oportunitat per a regenerar Espanya.
